Extract vs Delete — which should I use?

They are inverses sharing the same engine. Use Extract Pages when you want to keep a few pages out of many; use Delete Pages when you want to remove a few pages out of many. If you select pages 3-5, Extract keeps only 3-5 while Delete keeps everything except 3-5.
